PROBLEM TO BE SOLVED: To provide a cotton-swab type cleaning device which can be used for cleaning electrical and electromechanical apparatuses which are delicate and highly demanding. SOLUTION: The device has a handle having a cleaning head end part which forms a longitudinal axis, is slender, and is formed to form a taper part and a grip end part and a cleaning end part of fabric in which the fabric forms a conical cleaning head formed around the handle in the taper part, the seal of the handle in the circumferential direction in which the fabric is sealed in the handle, and a seal in the longitudinal axis direction in which the fabric is sealed in the fabric itself along the taper part.
