PROBLEM TO BE SOLVED: To provide a resin composition which is excellent in water solubility and is useful as a material for producing a water-soluble film excellent in process-passing properties, biodegradability, low odorous properties, etc.; and a water-soluble film comprising the same. SOLUTION: This composition is prepared by compounding (A) 100 pts.wt. polyvinyl alcohol having a 1,2-glycol content of 1.8 mol% or higher and a degree of saponification of 90 mol% or higher with (B) 1-50 pts.wt. plasticizer, and (C) 5-50 pts.wt. monosaccharide and/or polysaccharide (preferably, starch), and optionally 1-20 pts.wt. inorganic filler. The water-soluble film is obtained from the composition.
