The present invention relates to a preparation method of polyepichlorohydrin, a precursor of a glycidyl azide polymer which is a high energy binder for a solid propellant, by polymerizing epichlorohydrin in the presence of boron trifluoride etherate. According to the present invention, boron trifluoride etherate is used as a catalyst. Thus, the preparation method of polyepichlorohydrin is environment-friendly, has low manufacturing costs, and can minimize effects of manufacturing a propellant to a urethane curing reaction.
