PROBLEM TO BE SOLVED: To enhance barrier-free effects using radio guide. SOLUTION: A broadcasting machine 20, such as FM or the like, is provided on a signal 14 or the like, and a message of 'It is green light' or the like is radio transmitted. A loop antenna 16 is laid, so as to surround a guide Braille block 12 or the like which is located on this side of a crosswalk 10, and an area designation signal transmitter 18 transmits an ID by the use of the loop antenna 16. A portable receiver 22, carried by a user 102, detects its location on the inside of a message providing area regulated by the loop antenna 16 from the receipt and discrimination of ID, and outputs the message, and only when it is detected, from the broadcasting machine 20, together with a standard message such as 'this is a crosswalk' or the like by voice.
