PROBLEM TO BE SOLVED: To provide a windmill device capable of easily controlling the flow- down state of play balls. SOLUTION: When a rotary torque is enlarged while using a spring 60, the turning quantity of a rotator 20 is increased and a rolling direction is widely changed. When the rotary torque is reduced while using the spring 60, on the other hand, the turning quantity of the rotator 20 is decreased and the rolling direction is not changed so much.
