PROBLEM TO BE SOLVED: To splice paper at high speed without disadvantages such as misregistered printing and paper breakage. SOLUTION: A drive for a roll in a paper splicer has a driving means 1 for rotatively driving a standby roll, a roll signal outputting means 2 capable of irradiating the rotated standby roll with laser light and outputting a signal corresponding to the peripheral speed of the roll, a moving means 3 capable of moving the roll signal outputting means to a position with a constant relation to the standby roll, a continuous paper signal outputting means 5 for outputting a signal corresponding to the travel speed of continuous paper, and a controlling means 7 for computing the peripheral speed of the roll from the signal that the roll signal outputting means outputs, computing the travel speed of the continuous paper from the signal that the continuous paper signal outputting means outputs, comparing the two speeds and controlling the rotative drive of the roll to match the two speeds. The laser light is radiated to a predetermined detection position on the standby roll so that the peripheral speed of the standby roll is computed, and the computed peripheral speed of the standby roll is adjusted to match it with the travel speed of the continuous paper.
