PROBLEM TO BE SOLVED: To provide a highly reliable permanent magnet rotor which can avoid cracks of a permanent magnet and to provide a motor using the rotor. SOLUTION: In order to absorb tension caused by the difference in a thermal contraction coefficient, outer circumference side through holes 15 are formed near the outer circumference of a rotor core 11 and inner circumference side through holes 16 are formed on the inner circumferential side of the outer circumference side through holes 15 with small distances from the through holes 15.
