PROBLEM TO BE SOLVED: To provide a rubber-based composite material, capable of increasing adhesion between a nonwoven fabric and a coat, and therefore improving an adhesiveness in coat-forming as an adhesive between the nonwoven fabric and the rubber, improving a durability of this rubber product in using as a reinforcing material of the rubber product such as a tire and a belt, and at the same time, making the product light in weight. SOLUTION: The rubber-based composite material is composed of the nonwoven fabric, the coat formed on the surface of the nonwoven fabric, and the rubber which adheres to the coat and coats the nonwoven fabric, wherein the above nonwoven fabric is surface-finished by a low-pressure plasma method or a corona discharge.
