PROBLEM TO BE SOLVED: To control an input power at the time of no-load performance when no load is connected to the output end, for example, to keep the input power below 0.01 watt. SOLUTION: There is provided an intermittent oscillation control circuit 18, which receives a pulsed power from a switching transformer 4 and intermittently oscillates the switching of switching of a main transistor 5 at the time of no-load when load is not connected. Thus, it is possible to extended the pulse period at the time of no-load and lower the input power to below 0.01 W.
