PROBLEM TO BE SOLVED: To provide a vibrating piece which is improved in the resolution of target frequency adjustment as variance in frequency at a final frequency becomes small, a vibrator which has the vibrating piece, an oscillator equipped with the vibrator, and a portable telephone device. SOLUTION: The vibrating piece 100 has a base part 110 and vibration arm parts 121 and 122 which are formed projecting from the base part so that the vibration arm parts have a top surface part 121a, a reverse surface part 121d, a right side part 121b, and a left side part 121c and groove parts 123 and 124 are formed on the top surface part and/or the reverse surface part. Electrode parts 128 and 129 for fine adjustment are arranged at the right and left flank parts and top surface part or reverse surface part of the vibration arm part and an electrode part for fine adjustment is arranged at one of the top surface part and reverse surface part.
