PROBLEM TO BE SOLVED: To realize a speed limitation according to the inclination of a traveling road in a vehicle speed limiting device. SOLUTION: This device comprises an electronic control type throttle valve 2c adjustable in opening regardless of accelerator opening, a speed detecting means 10 for detecting a vehicle speed, and a control means 21 for controlling, when the vehicle speed exceeds a prescribed speed, the opening of the throttle valve 2c to the smaller one of a target throttle opening corresponding to the accelerator opening and a preset speed limiting throttle opening to limit the vehicle speed.
