PROBLEM TO BE SOLVED: To remarkably enhance a workability and also improve adaptability to permeability into the ground and a variation in a river bed. SOLUTION: A recess 6 is formed by digging the protected area of the river bed. A large number of steel tubular bodies 7 are disposed in the recess 6 so that the upper surfaces thereof are positioned nearly at the height of a river bed. Next, concrete 11 is filled into the steel tubular bodies 7 to form short columnar bodies 12. Sediment 13 is filled in clearances formed between the short columnar bodies 12 to construct a river bed protecting structural body 5 such as a protective bed. Since the sufficiently large short columnar bodies 12 can be manufactured, the quantity of the bodies installed can be remarkably reduced, and a labor for removing mold forms can be eliminated. In addition, since the short columnar bodies can be manufactured by continuously placing concrete in the steel tubular bodies in the state of disposing a plurality of steel tubular bodies, the manufacturing efficiently is remarkably high, and a construction period can be remarkably shortened.
