PROBLEM TO BE SOLVED: To provide an information transmission program that can properly receive transmission of information on the basis of an observed state, a computer-readable recording medium for recording the information transmission program, and an information transmitter. SOLUTION: This invention provides the information transmission program that is provided with a program, which acts a computer to be a component of an information transmission system like; an image processing section 1 that discriminates the presence of a mobile body to be detected from an image acquired by an image pickup device and; a transmission section 2 that transmits an image able to be recognizable of the mobile object to a predetermined remote destination on the basis of the discrimination of the presence of the mobile body to be detected by the image processing section 1.
