PROBLEM TO BE SOLVED: To solve the problem that fluctuation quantity measurement of a rail requires much labor and time, and has poor working efficiency and problematic measurement accuracy. SOLUTION: In this method, a laser beam is outputted from a laser oscillator installed on a reference body fixed on the side of the rail, and the laser beam is used as a substitute for a leveling string, and an identifier installed on the rail is photographed on a screen by a camera loaded on a vehicle by using the laser beam an a trigger, to thereby measure the rail fluctuation quantity from the fluctuation of the image position of the identifier on the screen. A clear image can be photographed even under sunlight by combining emission from a stroboscope with an electronic shutter of the camera.
