PROBLEM TO BE SOLVED: To cut out the labor required to measure a measurement datum point and the like again even when the measurement datum point and the like is shifted during the period from planning to construction work of a housing site and a road to save the time and the cost, and to manage boundary or the like from a remote location. SOLUTION: A measurement datum point and the like can be observed from a base station at a remote location via a cable or radio waves such as a GPS, and consequently, a shift of the measurement datum point and the like can be measured immediately.
