a first communication unit that performs communication via a first network; a second communication unit that performs communication via a second network different from the first network via which the first communication unit performs communication; a first measuring unit that measures a first connection delay caused while the first communication unit shifts from a disconnected state to a connected state and that also measures a second connection delay caused while the second communication unit shifts from a disconnected state to a connected state; and a generating unit that generates first information to be transmitted from the first communication unit and also generates second information to be transmitted from the second communication unit on the basis of the communication state of the first communication unit and the second communication unit, wherein the generating unit generates the first information and second information on the basis of the first connection delay measured by the first measuring unit when the communication state of the first communication unit and the second communication unit is a disconnected state.
