PROBLEM TO BE SOLVED: To provide a magnetic recording medium whose error rate is improved by preventing a spike noise and to provide a manufacturing method therefore, and a magnetic recording and reproducing device. SOLUTION: The magnetic recording medium provided with at least a non- magnetic substrate 1, a soft magnetic base film 2, an orientation controlling film 3 for controlling the orientation of the direct above film and a perpendicular magnetic film 4 whose easily magnetized axis is oriented principally perpendicularly to the non-magnetic substrate is characterized in that the soft magnetic base film 2 consists of a multi layer structure having a plurality of soft magnetic layers 21 (a) and 21 (b) which consist of a soft magnetic material and one or more separating layers 22 interposed between the soft magnetic layers and one or more layers of the soft magnetic layers 21 (a) and 21 (b) consists of a non-magnetic domain wall structure material. The manufacturing method therefor and the magnetic recording and reproducing device are also provided.
