PROBLEM TO BE SOLVED: To provide a filling and packaging machine and a method for its operation, capable of performing favorable sealing and cutting even in the case where a large-volume type packaging bag is produced by the filling and packaging machine provided with a heat-sealing rolls. SOLUTION: A laterally sealing mechanism 6 (7) is provided with at least a pair of heat-sealing rolls, and a laterally heat-sealed portion of a packaging bag is formed by a sealing plate which rotates together with the heat-sealing rolls. A motor (drive means) 24 (25) for the laterally sealing mechanism allows the heat-sealing rolls to be operated for rotation. A control unit (controlling means) 20 controls the motor 24 (25) for the laterally sealing mechanism on the basis of a rotational pattern that a film is laterally sealed according to a first rotational peripheral speed of the sealing plate, which is substantially identical with a feed rate of the film, and that for a predetermined period of time after finishing the lateral sealing by the sealing plate, the heat-sealing rolls are made to be operated according to a second rotational peripheral speed faster than the first rotational peripheral speed.
