PROBLEM TO BE SOLVED: To provide a program rewriting device and a program rewriting method capable of facilitating program rewriting.SOLUTION: A rewriting control unit 24 of a program rewriting device 12 confirms that there is no communication failure history related to a network 60 for all of rewritable ECUs 62 when executing program rewriting.
