PROBLEM TO BE SOLVED: To provide a device capable of being operated one-handed without requiring both hands in the use of toilet paper in a toilet. SOLUTION: A component (2), in which an opening/closing function of a saucer-cum-opening for pulling out the paper is integrated with a cutter for cutting the paper, is attached to a rotating shaft (3) in an upper part of a toilet paper holder (1); when the paper is pulled out, a seesaw device allows the paper to be easily pulled out one-handed by opening a pull-out port (7); and when the paper is cut, the seesaw device allows the paper to be easily cut by pulling the paper downward.
