PROBLEM TO BE SOLVED: To provide a size measuring device capable of measuring the width of a cylindrical article in a noncontact way, and a roll winding device equipped with the size measuring device. SOLUTION: This size measuring device is equipped with a cylindrical body holding means for holding a cylindrical body, a light irradiation means for irradiating with beltlike light a region including the end part of the cylindrical body held by the cylindrical body holding means as an irradiation region, and scanning light along the perpendicular direction to the axial direction of the cylindrical body, a light receiving means for receiving light irradiated from the light irradiation means, and a size operation means for determining the size in the axial direction of the cylindrical body from the change of the light receiving quantity of the light receiving means at both end parts of the cylindrical body. The roll winding device is also provided.
