PROBLEM TO BE SOLVED: To provide a low cost surface-mounted variable resistor. SOLUTION: A ceramic substrate formed by sintering a green sheet is used for an insulation substrate 1 having a variable resistor pattern. A cross-section shape of a substrate through-hole 1e penetrating the insulation substrate in the direction of its thickness is made in polygon. The dimension of the cross-section shape of the substrate through-hole 1e is determined so that a gap S formed between a cylindrical shaft section 13a of an intermediate terminal 13 inserted in the substrate through-hole 1e and a plurality of corner sections formed inside of the substrate through-hole 1e forms a flux pool for preventing a rise of flux entering from the backside 1d of the insulation substrate 1 into the substrate through-hole 1e onto the surface 1a of the insulation substrate 1.
