PROBLEM TO BE SOLVED: To provide a plate surface cleaning agent which exerts an excellent stain removing capacity and is excellent in maintenance of hydrophilic properties of a non-image area after cleaning and which is excellent in ink adhesion and the time stability of emulsification of itself. SOLUTION: An oil phase which contains an organic solvent and a water phase which contains a soybean polysaccharide and wherein fine powder of an average particle size of 0.01-20μm is dispersed are emulsified and dispersed by a surfactant, and the viscosity of the plate surface cleaning agent for a lithographic plate thus prepared is 1-100 N.s/m<2> .
