PROBLEM TO BE SOLVED: To provide a method for changing and improving the matching characteristic of a radio wave absorber and a method for changing and improving the electromagnetic wave transmission characteristic of a photonic band gap applying the form of the radio wave absorber. SOLUTION: The radio wave absorber is constituted of a magnetic radio wave absorbing material consisting of a single material, and a slot of a shape capable of corresponding to both polarized waves is formed on the radio wave absorbing material in order to fix the thickness of the absorber and to change the matching characteristic over a wide band. When the matching characteristic is deteriorated in a process for changing the matching characteristic to a high frequency band by controlling the width of the slot, the thickness of the radio wave absorber is more thinned by a method for improving the matching characteristic by controlling the length of the slot, and matching is executed until a moment immediately before the disappearance of a magnetic permeability characteristic. When the slot of which both end parts are formed like semicircles is mounted on a substrate, the degree of freedom in characteristic control is sharply increased. COPYRIGHT: (C)2003,JPO
