PURPOSE: An interworking structure and method of a PNNI(Private Network to Network Interface) network and a B-ISUP(B-ISDN(Broadband Integrated Services Digital Networks) User Part) network are provided to reduce power consumption by making an PNNI network and a B-ISUP network interwork by using only one interworking exchange. CONSTITUTION: A PNNI(42) interfaces a call processing message of a PNNI network. A B-ISUP interface(43) interfaces a call processing message of a B-ISUP network. An IWF(Inter-Working Function)(41) supports connection between the PNNI(42) and the B-ISUP interface(43), and converts a call processing message received through the PNNI(42) or through the B-ISUP interface(43) by using an interworking function.
