PROBLEM TO BE SOLVED: To provide a means for surely adsorbing a sheet on the surface of a toilet seat without modifying the material surface of a paper sheet itself. SOLUTION: In a device 10 which can be mounted on a toilet seat A or on a toilet bowl B near the toilet seat to generate static electricity for adsorbing the sheet on the surface of the toilet seat, the device attaching a rotator equipped with a brush composed of animal hairs or non-conductive soft plastic fibers on its peripheral surface to a miniaturized motor shaft can be appropriately used, and the paper sheet is adsorbed by generating static electricity over the toilet seat A by contacting the brush to be rotated by the operation of that motor onto the toilet seat A. It is convenient for such a device for generating static electricity over the surface of the toilet seat to be operated before a person sits on the toilet seat and to be automatically stopped after the lapse of a fixed time.
