PROBLEM TO BE SOLVED: To provide a wireless communication controller capable of restricting communication over a wide area at a particular place such as a hospital. SOLUTION: When the wireless communication controller receives a narrow area communication radio wave (S1), the wireless communication controller restricts transmission/reception of a wide area communication radio wave by a wireless communication apparatus such as a mobile phone (S4) when the narrow area communication radio wave includes a control signal for restricting wide area communication (S2). However, even during restriction of transmission/ reception of the wide area communication radio wave, when an emergency contact to a police station or a fire fighting station or the like is required, the wireless communication controller releases the transmission/reception restriction of the wide area communication radio wave (S3, S6) so that the wireless communication apparatus can make a report of occurrence of accident or fire restriction of transmission/reception of the wide area communication radio wave, the wireless communication apparatus can receive various information items such as news and article information via the narrow area communication radio wave instead of disabled communication (S5).
