PROBLEM TO BE SOLVED: To realize optimal band control between a plurality of user networks or between a user network and a core network via an access line. SOLUTION: Both the gateway device and the router device are each provided with a band control information setting processing part (1621) for setting the band control information of the access line received from an external terminal device into the present device, and the router device is provided with a band control information transmitting part (1613) for transmitting the band control information, a band control setting result information receiving part (1623) for receiving band control setting result information presenting the result of band setting in the router device from the router device and a notification processing part (1617) for notifying the external terminal which sends out the band control information of the band control setting result information.
