PROBLEM TO BE SOLVED: To provide an information recording medium which efficiently promotes high-density recording of digital data and enhances the efficiency of a memory capacity by curtailing the information required to be resident and held in apparatus, an information recording device and information reproducing device. SOLUTION: Stream data including videos or sounds is divided by a prescribed data quantity unit. The management information of the stream data is divided to the stream data management information commonly used for the management of each of the divided stream data and the local management information used for the management of individual pieces of the divided stream data. The stream data management information and an access unit 140 formed by adding the local management information to the divided stream data are recorded and reproduced to and from the information recording medium 100.
