PURPOSE: A device and method for converting a scanning format are provided to adaptively select a scanning format conversion mode of a macro block in consideration of a motion vector, motion type and accuracy of motion estimation. CONSTITUTION: A scanning format converting device includes a motion estimator(600), a motion analyzer(700), a motion estimation type analyzer(800), a motion compensator(900), a tempo-spatial interpolator(1000), and a format converter(1100). The motion estimator estimates the final motion vector of a block to be interpolated and judges the first motion estimation type of the final motion vector. The motion analyzer analyzes the final motion vector to judge whether or not a global motion exists. The motion estimation type analyzer judges the second motion estimation type of the block adjacent to the block to be interpolated and judges the third motion estimation type on the basis of the first and second motion estimation types and information about presence of the global motion. The motion compensator generates the first pixel for to-be-interpolated frame and/or field from a reference frame and/or field using the final motion vector. The tempo-spatial interpolator generates the second pixel for the to-be-interpolated frame and/or field. The format converter adaptively selects the first and second pixels to convert a scanning format. |
