PROBLEM TO BE SOLVED: To decide a deterioration state D and residual capacity R of Battery B in real time. SOLUTION: A measurement unit 13, and a 1st and a 2nd neural networks 11 and 12, which have been made to learn the decision logic of the deterioration state D and the residual capacity R of the battery B, are combined. The 1st neural network 11 can decide the deterioration state D based on the operation parameter of the battery B from the measurement unit 13, and the 2nd neural network 12 can decide the residual capacity R based on the operation parameter of the battery B and the deterioration state D from the 1st neural network 11.
