PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of smoothly reproducing recorded video signals so as not to make a user have the feeling of incompatibility even when the video signals are switched by channel changeover or the like in recording the video signals in a recording medium. SOLUTION: The recording and reproducing device comprises: a recording circuit 3 for recording inputted video signals in the recording medium 1; a mute circuit 10 for muting the video signals before being recorded in the recording medium 1 when the inputted video signals are switched; and a reproducing circuit 4 for reproducing the recorded video signals. In the recording medium 1, the video signals muted corresponding to the changeover of the video signals are recorded. Even when they are reproduced, the disturbance of video images and noise sound do not appear in the video images corresponding to the time of switching the video signals. COPYRIGHT: (C)2003,JPO
