PROBLEM TO BE SOLVED: To provide a radio communications system for efficiently relaying communication between mobile apparatuses through the use of the mobile apparatuses with a relay function in the relay possible area of a caller mobile apparatus and a callee mobile apparatus, when the mobile apparatuses cannot directly perform communication. SOLUTION: The radio communications system is the system, wherein the mobile apparatus with the relay function relays communication between other mobile apparatuses. When the plurality of mobile apparatuses with the relay function in a relay possible state exist, the mobile apparatus to perform communication selects the mobile apparatus with the relay function which is most suitable for relaying among the plurality of apparatuses, performs relaying through the use of the mobile apparatus which is most suitable for relaying, and, then, performs relaying by using the mobile apparatus with the relay function which is second-best for relaying when the most suitable apparatus comes into a state which does not meet relaying.
