PROBLEM TO BE SOLVED: To provide a fixing device capable of easily removing toner, etc., sticking to a fixing belt or a thermal fixing roll which have a rubber layer or the like formed as a surface releasing layer. SOLUTION: On the external surface of the fixing belt 70, a surface releasing layer 72 of fluorinated rubber is formed. The fluorinated rubber has such characteristics that an inflection region where sticking force to a thermoplastic resin used at least for toner (T) or a recording sheet P starts to increase again after decreasing with a temperature rise. In addition, the device is provided with a control means 100 which controls temperature so that, when sticking matter consisting of the thermoplastic resin sticking to the surface release layer 72 is removed with a cleaning sheet 200, the temperature of the fixing belt 70 at least in a region where the removal is carried out (the region where the cleaning sheet 200 is peeled off from the fixing belt) reaches the temperature of the inflection region.
