PROBLEM TO BE SOLVED: To solve the problem that the conventional accommodation of a member unit in a holder of a release holder is constituted as a structure wherein the unit is accommodated in an accommodation space, a washer is fitted and pressed with a meter piece, a gasket is engaged, and a meter attaching end is attached as it is, and therefor cannot endure water pressure, in particular, reverse water pressure like head pressure, so that a unit member leaves a prescribed part position. SOLUTION: A ring trench is bored in a meter piece 42 accommodating outer edge of a mouth edge of a member unit accommodating space S. A stopper ring 5 having a diameter wherein a side protrudes a little from the mouth edge inner peripheral surface is made to fit in the ring trench after the member unit 4 is accommodated in the space and the meter piece is attached.
