PROBLEM TO BE SOLVED: To enable a terminal to receive information provided as a push service from an information providing host 108 while the terminal is not connected to a network A104. SOLUTION: The push service agent 106 of an access server device include buffers A, B and C for storing information provided as push service while terminals are not connected to the network A104 every terminal to receive the push service; a connected user monitoring part 209 for monitoring the connecting states of terminals to an access network 104; and an information transmitting and receiving management part 207 for immediately transmitting, when the connection of a terminal to the access network 104 is confirmed by the connected user monitoring part 209, the information stored for the terminal concerned from a terminal-side transmitting and receiving part 201.
