PROBLEM TO BE SOLVED: To improve convenience by notifying an optional information terminal with a communication function including a corresponding portable radio terminal of an incoming call that can not be notified when received according to designation by a subscriber. SOLUTION: An exchange refers to an incoming call notification condition for a preregistered receiving side portable radio terminal, and immediately transmits to a mail server an incoming call notification request as well as an incoming call number and a message serial number in the case of unconditional notification at an incoming call unreceivable time (S2 and S5). A receiving state of the subscriber is determined (S3), and if a notification server is registered (S4) when the portable radio terminal of the subscriber is outside the area or is turned off, the incoming call notification request is transmitted to the mail server together with the incoming call number and the message serial number (S5). The mail server starts an HLR (home location register) to make the HLR convert a preregistered notification destination mail address on the basis of the received incoming call number (S11) and receives the result (S12). Mail is edited by attaching the message serial number and its receiving time when the incoming call can not be notified (S14) and transmitted by mail to the terminal device of the notification destination (S15).
