PROBLEM TO BE SOLVED: To provide a roaming network system attaining roaming service between a plurality of networks without utilizing specific technology. SOLUTION: At the time of moving from an area which is taken charge of by a home device 111 to an area which is taken charge of by a roamer device 112, a PHS terminal (PS1) 151 sends a RRQ signal to the roamer device 112 through a PHS base station 132 and a GW 142. The roamer device 112 allows the call control of the PHS terminal 151 and transmits an LRQ signal including a roaming information message indicating that the PHS terminal 151 is call-controlled by the roamer device 112 by using a multi-cast. Since the home device 11 is a gate keeper for managing the PHS terminal 151, the home device 111 judges the execution of roaming on the basis of the roaming information message and returns an LCF signal to the roamer device 112.
