PROBLEM TO BE SOLVED: To make accurate an invoice before the invoice is presented to a payment side by preparing accurate invoice data earlier while a patient health care is encountered and rapidly confirming the invoice data and supporting editing.

SOLUTION: This system for processing financial data and invoice data comprises an interface processor for receiving messages to identify events and related alterations in the health care data relating patients and a rule source for determining the characteristics related to refund of the provision of each service to the patients. In response to an event identification message, the rule processor starts to apply a rule led from the rule source to process the financial data related to the provision of each service to the patients. As a result, the processor starts an action in response to the result led by the application of the rule for processing the financial data. In addition, the rule processor confirms that the financial data is in accordance with the rule.
