<p><P>PROBLEM TO BE SOLVED: To precisely maintain a tracking state, even when all regions where targets exist can not be observed simultaneously. <P>SOLUTION: Tracking processing is performed at each observation time of day or at each observation region, by providing a second delay means 10 for delaying a smoothed vector and a smoothing error covariance matrix, and an extraporation processing means 11 for extraporation-predicting these delayed outputs up to the current observation time, and performing tracking (gate) processing 13 using either a predicted vector or an extraporation-predicted vector. Consequently, precise tracking processing can be performed even when observed vectors of all the targets can not obtained at identical time.
