<p><P>PROBLEM TO BE SOLVED: To provide a video data compressing apparatus, method and program in which picture quality deterioration in a concerned region projecting an object or the like to pay attention in video data is reduced rather than a background region of the other region when the video data are compressed, and compressibility of the video data is improved. <P>SOLUTION: A video data compressing apparatus 1 is provided with a region division control means 10 for performing division into regions by judging whether inputted video data belong to the moving concerned region or the other background region for the unit of a video frame for each block of a specific size, and a gradation reduction control means 20 for individually reducing gradation indicating the number of colors expressible with pixels in the concerned region and the background region. <P>COPYRIGHT: (C)2004,JPO</p> |
