The present invention relates to a copper recovering device using a cooper-containing waste solution including: a storing unit collecting and storing the copper-containing solution; a first filter unit formed in one side of the storing unit and composed of a carbon filter capable of removing organic matters contained in the copper-containing waste solution; an electrolytic bath including a body unit, an inlet arranged in one side of the body unit and connected to the inside of the body unit by penetrating through the body unit, and a conical unit formed in a lower side of the body unit, formed into a conical shape by having a diameter becoming smaller from an upper part to a lower side, and having a lower outlet on the outmost end; and a second filter unit filtering a copper particle containing stream discharged from the conical unit. The body unit includes a rod-shape anode and a cylindrical cathode covering the anode. The copper recovering device is capable of forming an eddy current while the coper-containing solution from which organic matters are removed by passing through the first filter unit is received through the inlet and supplied toward an upper part of the body unit along an inner circumference of the cathode to be able to rotate. In addition, the copper recovering device is capable of electrolyzing and collecting copper when a current is applied to the body unit. The copper collected along the inner circumference of the cylindrical cathode forms a plate shape. Accordingly, copper can be collected into the plate shape from the copper etching solution.
