<p><P>PROBLEM TO BE SOLVED: To provide a flexible impulse communication method with which interference wave resistance characteristics are improved and high-quality and high-stability communications are made possible. <P>SOLUTION: A communication apparatus has a transmission modulation part 103 for applying impulse modulation to transmitting data to generate a subcarrier, a carrier control part for controlling the subcarrier to be utilized for a communication according to a quantity of information, significance, and the propagation state of the communication, and an antenna part 101 for radiating a subcarrier signal.
