<p><P>PROBLEM TO BE SOLVED: To provide a technology for averaging only a part decided as a block noise without averaging an original outline component of a video. <P>SOLUTION: The block noise reduction circuit includes a vertical outline detecting part for detecting the outline component in the vertical direction from an aimed picture element and picture elements above and below the aimed picture element, a vertical direction block noise detecting part consisting of a limiting part for dividing the outline component into five steps of -2, -1, 0, +1 and +2 depending on the size and a horizontal continuity detecting part for detecting the block noise from horizontal continuity of +1 and -1 out of output results of the limiting part, a horizontal outline detecting part for detecting the outline component in the horizontal direction from the aimed picture element and picture element on both sides of the aimed picture element, a horizontal direction block noise detecting part consisting of a limiting part for dividing the outline component into 5 steps of -2, -1, 0, +1 and +2 depending on the size and a vertical continuity detecting part 37 for detecting the block noise from the vertical continuity of +1 and -1 out of the output results of the limiting part, and an equalizing filter for averaging the part decided as the block noise.
