<p><P>PROBLEM TO BE SOLVED: To provide a wiring device and a wiring method capable of wiring being compact and having durability around a hinge of a foldable portable device. <P>SOLUTION: The wiring device is provided with a bobbin 310 for winding at least a sheet of flexible printed wiring board (FPC) for electrically connecting between the units of the foldable portable device around a rotary shaft of the hinge unit at a plurality of windings; and opening/closing direction winding sections 351, 352 for winding the FPC around an opening/closing shaft of the hinge unit at a plurality of windings. The FPC is sandwiched and held by a holding member 321 and a fixing member 341, and then the FPC is fixed on torque generating sections 308a, 308b in the direction of the opening/closing shaft.
