<p><P>PROBLEM TO BE SOLVED: To surely transfer data associated with electronic applications such as electronic commerce transaction or a resident card. <P>SOLUTION: Application data and necessary documents associated with electronic application such as a resident card generated by an application form generating means 213 are divided into a plurality of data with predetermined length by a data dividing means 214, and a hash value is calculated for each divided data by a file name setting means 215, and the hash value is set as the file name of the hash value, and the divided data with the hash value added are transferred to a center server 300.
