<p><P>PROBLEM TO BE SOLVED: To provide a commutation ticket data processor capable of issuing commutation tickets by utilizing the Internet and improving convenience, and to provide a commutation ticket data processing system, a commutation ticket data processing method and a portable terminal. <P>SOLUTION: A commutation ticket data processing system 1 is provided with an electronic commutation ticket issuing machine 2 and a portable telephone 6. In the case of purchasing "commutation ticket data" by using the portable telephone 6 through the Internet, the portable telephone 6 is connected to the Internet and an input format is acquired from the issuing machine 2. The user of the portable telephone 6 inputs required items according to the input format and transmits an issuance request for the "commutation ticket data" to the issuing machine 2. The issuing machine 2 prepares and ciphers the "commutation ticket data" based on the issuance request and transmits them to the portable telephone 6.
