<p><P>PROBLEM TO BE SOLVED: To exactly decide a danger of collision of a vehicle and to operate a collision affect reducing device based on decision results by considering an operation condition of a driver in a state of behavior controlling is performed like anti-skid control. <P>SOLUTION: In a traveling state of a vehicle (S20) and braking state by the driver (S30), the discrimination of whether the behavior control (spin control, drift out control) in the narrow sense or the anti-skid control are performed or not, is performed (S80, 90).
