PURPOSE: An apparatus and a method for monitoring the restricted area of a parking and stop are provided to identify the guide broadcast by displaying the restricted area of the parking and stop through the characters. CONSTITUTION: An apparatus for monitoring the restricted area of a parking and stop includes a camera(100), a speaker(200), an electronic signboard(300), a spot controller(400), a control room controller(500), a monitor(600), a mike(610), an operator PC(700), a recorder(800) and a database(900). The electronic signboard(300) supplies the guide characters for the restricted area of the parking and stop. The spot controller(400) controls the camera(100), the speaker and the electronic signboard(300) by receiving the voice data outputted the speaker and the character data outputted to the electronic signboard. The control room controller(500) analyzes the state of the violation of the parking and stop. The monitor(600) operator PC(700) manages the monitoring the violation of parking and stop and the fine for default. The recorder(800) records the image data of the parking and stop violated vehicles. And, the database(900) searches the information of the parking and stop violated vehicles and stores the search data.
