<p><P>PROBLEM TO BE SOLVED: To surely control water absorption of a compressed hand towel which is obtained by rolling or multiply folding a sheet piece made of paper or nonwoven fabric and bagging it. <P>SOLUTION: As for a dry hand towel Q, the sheet piece made of paper or nonwoven fabric is rolled or multiply folded, and its outer periphery is regulated and compressed or rolled with a stencil. The compressed dry hand towel Q is wrapped in the state of a bag with proper margin in a plastic film 54 where a large number of water passages 52 are formed. The bagged hand towel absorbs water through the water passages 52 of the plastic film 54 to be swelled when is soaked in water.
